In line with its strategy for development of the national transport infrastructure, the Ministry of Transport and Communications of the Republic of Belarus (the “MoTC”) is developing the pilot PPP project in the Republic of Belarus for the design, reconstruction, financing, operation and maintenance of the section of the highway “М-10 Highway the border of Russian Federation (Selische) - Gomel - Kobrin km 109.9 – km 195.15 (the “Project”)

As part of this process, the MoTC has also been developing the Pre-qualification Documentation, which will form the invitation to the prequalification process once launched. As the MoTC is committed to the principles of transparency, equal treatment, non-discrimination and efficiency within the procurement of the Project, it has decided to publish in advance the Pre-qualification Documentation in its first draft version, still subject to amendments and (or) additions and final approval by local authorities of the Republic of Belarus. The aim is to provide potential interested parties with sufficient time to get understanding of the scope of the Project and prequalification requirements and thus to provide opportunity for timely mobilization and preparation by interested parties for the upcoming tender procedure.

The MoTC also notes that key principles of the final approved version of the Pre-qualification Documentation will be presented at the special Road Show event, which will be organized jointly by the EBRD and the MoTC. The specific date for the Road Show will be announced immediately following the Project pre-approval by the government of the Republic of Belarus.

For the avoidance of doubt, this document is published for information purposes only and does not constitute any form of procurement, solicitation for offers, request for proposals or any form of commitment to such processes on the side of the MoTC, the EBRD or its advisers. The MoTC reserves the right to change and/or amend this published draft version of the Pre-qualification Documentation and thus notes that the final approved version of the Pre-qualification Documentation might differ from this published version. Please note though that no specific answers to such comments and feedback will be specifically provided back to senders by the MoTC or its advisers. 

Following the official launch of the tender procedure formal clarifications to the final approved version of the Pre-qualification Documentation released as part of the launch will be provided to interested parties based on their formal requests and in line with rules set in the Pre-qualification Documentation.
