The National Agency of Investment and Privatization announces a tender for the provision of services for the development of the National Strategy for attracting foreign investment (hereinafter referred to as the "FDI Strategy") and invites individual experts to participate in the competition.

The FDI Strategy will be developed within the framework of the international technical assistance project "Support for Privatization", registered by the Ministry of Economy under number 2/11/000466 of 28 April 2011 (Grant of the Austrian Trust Fund TF098603).

For the purpose of developing the FDI Strategy, an individual expert (hereinafter referred to as the Expert, the FDI Expert) upon the competitive selection will receive the terms of reference for the services. The Expert will be invited to negotiate a contract.

The FDI Expert will undertake the following:
‒ A preliminary assessment of global FDI trends and emerging opportunities in investments, including an assessment of recent FDI trends in Belarus;
‒ Identify at least five (5) key strategic sectors, subsector or niches to be analyzed;
‒ Identify the target markets or niche markets based on different criteria such as their FDI outflows, portfolio of companies investing in the strategic sectors, easiness for business and soft skills adaptation, etc;
‒ Identify directions and measures to improve the business and investment climate over the duration of the National program;
‒ Prepare the Action Plan that identifies the key executing agents, activities to be undertaken, timelines for implementation and an indicative budget;
‒ Develop a Word document and a PowerPoint presentation on the main findings to the NAIP Management;
‒ Develop a detailed stakeholder map, identifying the key stakeholders from public and private sector that need to be consulted during the Strategy development process and provide a detailed plan for the stakeholder engagement stage of the process;
‒ Ensure effective incorporation of stakeholder feedback and inputs while maintaining the overall consistency of the document by aligning inputs from different contributors;
‒ Develop a monitoring and evaluation framework to assess the impact of the strategic interventions.

The Expert shall also contribute to the documents to be prepared by the FDI Legal Expert in close cooperation with representatives of Ministry of Economy and NAIP.
It is expected that the FDI Expert shall start working immediately after signing of the Contract.

The draft of the FDI Strategy shall be presented for review not later than 6 months after the Contract’s signing and the final version of the FDI Strategy shall be submitted to NAIP not later than 7 month after the Contract’s signing.

The competitive selection of the Expert will be carried out using the method of selecting an individual expert (based on the evaluation of the resume) in accordance with the procedures set forth in the World Bank guidelines: Selection and Employment of Experts by World Bank Borrowers published in January 2011 and revised in July 2014. QUALIFICATIONS AND PROFILE OF THE EXPERT

Qualifications Skills
1. Master’s Degree in in international marketing, business, economics or related field;
2. Proven experience in research and analysis;
3. Expertise and experience in developing and implementing marketing and public relations strategies;
4. Expertise in the development of investment attracting strategies;
5. Excellent oral and written communications skills with fluency in written and spoken English;
6. Knowledge of the Russian Language will be an asset.

  Professional Experience
1. Minimum ten (10) years of experience in international marketing and/or investment promotion;
2. Demonstrated experience in undertaking similar assignments;
3. Experience in the development of investment attracting strategies;
4. Experience in developing and implementing marketing and public relations strategies with particular focus on location marketing/branding;
5. Experience in working with national policy-makers and investment promotion agencies;
6. General knowledge of the investment climate and the challenges faced by investors in Belarus will be an asset.

2. a detailed resume in Russian and English with indication of education, work experience, current English and Russian language level;
