National Agency of Investment and Privatization announces the competition for providing services on developing a concept and creating a promotional video about investment and privatization potential of the Republic of Belarus for the International Technical Assistance Project “Belarus Privatization Project”, registered by the Ministry of Economy of the Republic of Belarus in the database of the international technical assistance programs and projects on April 28, 2011 under number 2/11/000466 (hereinafter referred to as “Project”). The objective of the Project is to implement a small scale case-by-case privatization program in accordance with international best practices in order to attract strategic investors of either domestic or foreign origin.
In order to create the promotional video (hereinafter “the video”) a consulting company (hereinafter “the Consultant”) will be selected on the basis of the competitive selection and will be provided with Terms of Reference for creating the video.
The Consultant will be responsible for:
- conducting marketing research, including the analytics of economic publications about Belarus in Foreign Media, and identifying the factors that influence the formation of the country's image among foreign audience, and which require adjustments;
- developing the concept of the promotional video about investment and privatization potential of the Republic of Belarus based on the marketing research conducted and submitted to the Agency;
- creating the script;
- conducting studio and location filming, editing;
- creating the video with computer graphics;
- creating the original sound design of the video.
The consulting company shall have:
- at least 3 years of experience in the field of concept development and video production;
- experience in the use of special technical means during filming;
- experience in creating and applying computer graphics while making videos;
- experience in country marketing;
- experience in implementing projects for large Belarusian and international companies and organizations;
- a portfolio.
The Consultant will start working from the date of signing the contract. The working period shall not exceed 4 months.
The competitive selection of the Consultant will be conducted using the “CQS” (Consultants’ Quality Selection) method in accordance with the procedures stipulated by the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers. To participate in the competitive selection the Consultant shall provide:
- The information on the company in accordance with the requirements set out below;
- The concept of the promotional video;
- The portfolio of the company’s projects.
Information on the company shall include the following information:
- experience in providing services in the field of video production;
- experience in creating social, promotional and image-building video products, commercial advertising for large Belarusian and international companies and organizations;
- experience in creating video using computer graphics;
- experience in shooting with a special equipment;
- international awards in the field of video production.
To create a video the Consultant shall provide a group of highly qualified specialists with experience in country marketing, project implementation on the promotion of major international brands, the development of concepts, video scripts as well as experience in creating videos, including studio, location filming, editing, creating and applying computer graphics, creating the original sound design.
The Consultant’s group is to include: a scriptwriter (at least 8 years of experience in the field), a producer (at least 8 years of experience in the field), camera crew, a film editor, a video engineer, a sound engineer, a specialist in graphic content (video designer), a highly qualified specialist in the formation of the image of the country, a project coordinator.
The Consultant shall provide professional equipment and software for field and studio filming, editing of the footage and graphic processing of the video.

- the concept of promotional video about investment and privatization potential of the Republic of Belarus (in Russian and English, one copy);
- the portfolio of the Consultant's projects in electronic format (or specify an e-mail address where the portfolio can be found);
- a certified copy of the state registration certificate.
