What is PPP

Public-private partnership (PPP) is an important instrument of cooperation between government agencies of the Republic of Belarus and private companies for implementing socially significant projects. This form of partnership helps to attract investments and competencies for the creation and development of infrastructure.

Legal basis

The legislative

basis for the implementation of projects through the PPP mechanism in Belarus is the Law "On Public-Private Partnership" dated 30.12.2015 No. 345-З.

The law regulates the process of concluding and executing PPP agreements, and it also provides the possibility of preparing and submitting proposals for the implementation of PPP projects as a private ini

tiative.

PPP Center in Belarus

In Belarus, there is a Public-Private Partnership Center, which is part of the National Agency for Investment and Privatization. The main tasks of the PPP Center include:

  • consulting government bodies and private businesses on the preparation of proposals for the implementation of PPP projects in accordance with legal requirements;
  • participation in improving the regulatory framework in the field of PPP;
  • improving the skills of representatives of government bodies, organizations and others interested in the implementation of PPP projects;
  • ensuring interstate exchange of experience in the development of PPP, including participation in expert working groups on PPP.

National Agency of Investment and Privatization of the Republic of Belarus regularly updates the database, which contains detailed information on hundreds of investment projects (including infrastructure projects of public-private partnership), investment ideas, real estate and land plots.
